I have created a FDF file that when opened gets merged with a PDF Form that allows the user to change the values. I would like it to be opened as a PDF Document where the user cannot change the values.

I am using Java and JSP to create the FDF file and then have a link to the file for the user to open. Is there a library or toolkit that allows to merge the FDF and PDF in the background and save it in a format that the data can't be changed like a image file (perferrably a pdf document)?

I have looked at the Adobe FDFToolkit and don't see anything in there that will allow me to do this.

Your help/direction is greatly appreciated.
