There is no easy 'Create Layer' function in Acrobat 6, such as in Photoshop and similar applications. There are two ways layers are created in a PDF file:
1. When you convert from authoring applications that use layers and are supported by Acrobat (at this time, these applications are only AutoCad and Visio).
2. Using the Acrobat 6 SDK, specifically the new OCG (Optional Content Groups) object, to create OCG's programatically.
