As long as there is no document security enforced on the PDF (e.g. no content extraction) stopping you from doing this, there are a number of tools out there to allow you to extract text from the PDF document.

What tool to use depends on whether you want to do this programatically or via a GUI tool...

I don't think there are any 'extract text and translate' tools out there, but once you have the extracted text, you can do the translation using whatever method you choose...
