Topic: Retrieve global Base URL

I'm working on an Acrobat 5.0 plug-in (VC++) which is coupled (indirectly, via text files) with a VB application. I need the VB application to know what the global base URL is, so either component could retrieve the value. From the IAC documentation, I know I can retrieve values from a PDDoc, using the GetInfo method, but I don't know which key to send. From the plug-in I can access the cos objects, and look into the dictionary for a single URI-link annotation and discover that base URL, but I'm unsure if this will be the 'global' base URL that is specified via File->Properties->Base URL...

Could somebody please point me to what I'm looking for either via my plug-in or IAC?
