Topic: Controlling and Tracking Document Access

I am looking for a solution to control the following components of document access:

1) View Only
2) Print
3) Cut and Paste
4) Track usage/viewing

I think I know how to handle the first 3, but I cannot determine a solution for the 4th. I basically want to track usage of a document each time it is viewed, in an effort to limit the secondary distribution. The use of PKI will help this, but does not enable me to track usage. Any ideas?
